The earning fine print
4 Asia Miles per CAD$1 on Cathay Pacific bookings made at cathaypacific.com/ca; 2 Asia Miles per CAD$1 on any purchase made in a foreign currency; 1 Asia Mile per CAD$1 on all Canadian-dollar purchases. Earn_travel is set to 4 but that rate applies ONLY to Cathay's own Canadian booking site, not to travel spend generally. Travel booked anywhere else earns 1x (or 2x if billed in a foreign currency). The 2x foreign-currency rate must be weighed against Neo's 3% foreign transaction fee, which will normally exceed the value of the extra mile. Neo additionally advertises 'up to 5x miles' at Neo partners, described on Cathay's page as 'average based on current offers'. Personalised, rotating and unpublished as a fixed rate. No earning cap is published.

What the offer actually requires
Advertised as 'up to 35,000 Asia Miles'. Tier 1: 15,000 miles on card activation with no spend requirement (credited within about 7 days). Tier 2: 20,000 miles for spending $5,000 or more within 90 days of approval (credited 5 to 7 days after the spend window). The offer is restricted to NEW Neo customers only. An existing Neo cardholder does not qualify. Cathay's page also notes that existing cardholders of the previous program must reapply for the new program. No end date is published for the offer.

What the benefits really mean
$180 annual fee, no monthly fee. Purchase APR published on Cathay's own page as 19.99% to 26.99% and cash advance as 22.99% to 28.99%. Note this is a NARROWER range than Neo's other cards (19.99% to 29.99% / 22.99% to 31.99%). Requires $80,000 personal or $150,000 household income. Cathay-specific benefits: priority check-in, eligibility to redeem for extra baggage allowance, and eligibility to redeem for business lounge access. Card benefits: access to '1,300+ global airport lounges' plus Mastercard Airport Transfer and Security Fast Track. Neo publishes no number of complimentary lounge visits, so lounge_passes_per_year is NOT PUBLISHED, and 'redeem for lounge access' language implies miles or fees may be required. Travel insurance (emergency medical, cancellation, lost luggage), extended warranty and purchase protection are confirmed to exist but Neo publishes no coverage amounts, day limits or age limits in any retrievable page, the certificates are robots-blocked PDFs. Holding this card makes Neo's Build membership free. A secured version of this card is available with a $200 minimum security deposit and no credit score requirement. THE CARD IS NOT AVAILABLE IN QUEBEC. Neo's standard credit card fees apply: $29 over-limit fee once per billing cycle (not in Quebec), $2.50 cash withdrawal in Canada / $5.00 abroad, at least 21 days' grace on purchases, minimum payment the greater of $10 or 2.0% of the statement balance plus interest and fees. NOT AVAILABLE IN QUEBEC. Stated on Cathay's own product page. The 4x rate is not a travel category: it applies only to bookings made on cathaypacific.com/ca. Cathay flights bought through an agent, another site, or a partner earn 1x. The 2x foreign-currency earn is largely cancelled out by Neo's 3% foreign transaction fee. 1 extra Asia Mile per dollar against a 3% cost. The 35,000-mile welcome offer is limited to NEW Neo customers; existing Neo cardholders are excluded. 15,000 of it requires no spend, the other 20,000 requires $5,000 in 90 days. Existing holders of the prior Cathay/Neo card must reapply for the new program. An existing card does not roll over. 'Access to 1,300+ lounges' is advertised with no published number of complimentary visits, and Cathay's own business-lounge benefit is framed as something you REDEEM for, not a free entitlement. Neo publishes no insurance coverage amounts, day limits or age limits in retrievable form for any of its cards including this one. Our verdict
The sign up offer does most of the work. 15,000 Asia Miles for activating the card, with no spend requirement at all, is close to free money if you have any use for Asia Miles, and the full 35,000 covers a short haul redemption in the Cathay network. For somebody who flies Cathay out of Vancouver or Toronto, that alone justifies a year of the $180 fee.
The ongoing case is much weaker. A flat 1 mile a dollar on Canadian spending is unremarkable, the 4x rate only applies if you book on Cathay's own Canadian site, and the 2x rate on foreign currency is largely cancelled by Neo's 3% conversion charge. If you live in Quebec you cannot get the card at all. Take the bonus, fly the miles, and think hard about year two.
